Policy and institutional environment 

To demonstrate the political will for building a system to translate the SDGs international recommendations into national policy documents (global and sector) and into the legal and policy frameworks and to review regularly the level of achievement reached by the country in implementing the SDGs

Resource Mobilisation

To ensure a large and effective consultation (if not reaching a consensus), involving government and non-government actors, on the national SDGs and on the regular and transparent monitoring (review and dialogue) of their achievement

Quality and Standards

To develop and implement frameworks that guarantee the quality of the processes and systems linked to the monitoring of the SDGs and the regular assessment, the dissemination and the debating of the results achieved by the country in this area
